Appeals court denies EPA attempt to delay chemical disaster rule

A federal appeals court has denied the EPA’s push to delay the chemical disaster rule, which would amend the risk management program for chemical facilities. The agency was attempting to push the effective date to Feb. 19, 2019, but the federal appeals court ruled that the postponement delayed lifesaving protections. Additionally, several environmental groups filed a lawsuit in response to the delays. MORE

FMCSA seeking changes to hours-of-service regulations
FMCSA is currently asking for comment on proposed rulemaking on its hours-ofservice regulations for commercial truck drivers. The agency is considering expanding the “short-haul” exemption, extending the on-duty limitation, revising the mandatory 30-minute break, and reinstating the option for splitting up the offduty rest break.
